Pazaak Table

The goal of the game is to make sure that your face up cards together give a value that is as close too 20, as can be, without going over it. The player who wins the best of three rounds, wins the game.
There are three different decks in pazaak: the main (or "table") deck, composed of cards numbered 1 to 10 which are infinite. There is also one side deck per player in the game, these side decks comprise of 10 cards taken from the pluses, minuses and combination cards (see in house rules).
At the beginning of the game, (four cards will be randomly selected from the players' private sidedeck) making up their Hand for the round. Then the first turn of the first player will start. A card from the main deck will then be drawn and placed on the table. After that, the 1st player can choose to either place a card down from their hand, or to end their turn. Only one hand card can be played per turn, and no more cards can be drawn from the side decks.
When ending his turn, the player has two options:
End Turn: If the player ends their turn, they are bound to draw a new card from the main deck at the start of the next turn. This is repeated until either they stand, go bust, fill the table, or their score is exactly 20.
Stand: If the player stands, they keep their current sum till the end of the set and do not play any other cards. The opponent, however, can still continue playing cards, unless he has chosen to stand as well. Getting a sum of 20 automatically causes a player to stand.
Once his turn is over, play moves to the next player, and their turn is played in the same manner. Play passes between the two players until someone wins the set.
The Decks
There are two decks used in pazaak:
The Main Deck consisting of an infinite set of cards numbered 1-10, these cards are green in colour.
The Side Deck consisted of ten special cards chosen by the player before the match. At the start of each set, four of these cards are chosen at random for the player to keep in his hand and play at any time he desires. There are three types of such cards: Plus and Minus cards, which are blue and red, and Combination cards or Advanced cards, which are gold.
Plus Cards are blue cards that add the written value to a player's total when played. The value of the cards ranges from +1 to +6 points. (Cost 5,000 credits per card)
Minus Cards are red cards that are similar to the plus cards, but instead they subtract their value from the player's total. They also rang from -1 to -6. (Cost 5,000 credits per card)
Plus/Minus Combination Cards (+/-) are essentially a combination of the two; the player can choose upon play whether he wants to add the number or subtract it from his hand. These are the most expensive and highly valued cards. They also rang from 1 to 6. (Cost 20,000 credits per card)
The Side Deck is often the key to victory, as without his hand, a player relies solely on luck to win the match. Therefore, a player must have to conserve his cards, as the four side deck cards will have to last him through the entire match.
Winning
There are three ways to win the set:
By outscore: After both players chose to stand, the player with the greatest score will win, provided that it is not over 20.
By going bust: If a player ended his turn with a score over 20, he is said to "bust", and the other player wins.
By filling the table: In some rare occasions, if a player can place 9 cards on the table without busting, he will receive an automatic win. He will still win if his score is less than the opponents, and even if they are tied.
In the event that a set is tied, no one gets a point for the set, and a new set is played. The first player to win three sets wins the game, and whatever money is wagered.
House rules:
- All card selection will be done by random.org - Including the card drawing from the main deck and the card drawing from the side decks.
- Players must purchase their ten cards for their side deck by privately contacting the Dealer. Cards are valued for one game of three rounds and will be paid for before the game commences.
-Wagers to be over 200,000 credits or equal in item’s value, this excluding the cost of players side deck cards.
- All wagers, will be made-over to the Dealer before the game commences. Once the game has been won, at that time the Dealer will release winnings to the winner.
- 15% of the games winnings will be taken by the Dealer. Additional circumstances will be agreed on before the game starts.
- Players will inform the Dealer privately of the cards that they wish to have in their side deck for each round, they will then be informed privately which four cards have been drawn randomly.

This look quit complicated, you sure this can work. I mean I've played this game with a deck of cards. But how will it work on here?
